Overview
We are seeking an experienced Project Controls Manager to join a globally recognised organisation on a 2-year fixed contract in Singapore.
This role will be responsible for leading all project controls functions across complex programmes within regulated industries, ensuring robust governance, cost control, and schedule performance.
Key Responsibilities

Lead and manage all project controls activities including cost management, planning & scheduling, change management, and procurement oversight

Develop, maintain, and control integrated project schedules

Oversee cost forecasting, budget control, and financial reporting

Implement and manage Earned Value Management (EVM) processes
-
Conduct quantitative risk analysis, including Monte Carlo simulations
-
Manage change control processes and ensure governance compliance
-
Provide accurate reporting and performance insights to senior stakeholders

Collaborate with regional teams across the APAC region where required
Required Experience & Skills
-
Proven experience in a Project Controls Manager role on large, complex projects

Background delivering within regulated industries
-
Strong experience working across the APAC region (desirable)

Advanced proficiency in:

Microsoft Excel

SAP S/4HANA

Ariba

Demonstrated expertise in Earned Value Management (EVM)
