Job Summary
The CAPEX Cost Controls Engineer is responsible for planning, monitoring, analyzing, and reporting project costs throughout the lifecycle of pharmaceutical capital investment projects. The role ensures effective cost management, budget adherence, forecasting accuracy, and financial governance while supporting project delivery in compliance with company standards, GMP requirements, and applicable regulatory expectations.
Key Responsibilities
Cost Planning & Budget Management
- Develop and maintain the project cost breakdown structure (CBS).
- Support preparation of project budgets, estimates, and cost baselines.
- Monitor approved budgets and manage cost allocations across project work packages.
- Track commitments, actual expenditures, and forecasted costs.
Cost Monitoring & Reporting
- Produce regular cost reports, dashboards, and management summaries.
- Analyze cost variances and identify trends affecting project performance.
- Maintain cost forecasts, estimate at completion (EAC), and estimate to complete (ETC).
- Support monthly project financial reviews and reporting cycles.
Change Management
- Monitor the financial impact of scope changes.
- Support the evaluation and approval of change requests.
- Maintain change logs and ensure approved changes are incorporated into project budgets.
Contract & Procurement Support
- Track purchase orders, contracts, invoices, and payment applications.
- Coordinate with procurement and finance teams to monitor commitments.
- Verify contractor cost submissions against contract terms and project progress.
Risk & Opportunity Management
- Identify cost-related risks and opportunities.
- Support contingency management and drawdown tracking.
- Assist with quantitative cost risk assessments where applicable.
Project Controls Integration
- Coordinate with planning/scheduling teams to integrate cost and schedule performance.
- Support earned value management (EVM) where implemented.
- Ensure consistency between cost reports, schedules, and project progress measurements.
Financial Governance
- Ensure compliance with company financial policies and CAPEX approval processes.
- Support internal and external audits.
- Maintain accurate project financial records and documentation.
Stakeholder Coordination
- Work closely with project managers, engineering, procurement, construction management, finance, and contractors.
- Present cost status updates during project review meetings.
- Support decision-making through accurate financial analysis.
Qualifications
Education
- Bachelor’s degree in Engineering, Quantity Surveying, Construction Management, Finance, Project Management, or a related discipline.
Experience
- 5–10 years of experience in project cost control on capital projects.
- Experience in pharmaceutical, biotechnology, life sciences, or regulated manufacturing projects is preferred.
- Experience with EPC, EPCM, or owner-side capital projects is advantageous.
Technical Skills
- Project cost estimating and budgeting.
